This is just a starting stats boost to make the game more manageable for new players (though it's still very challenging).

Aside from making the game more manageable, it also addresses the issue that your starting character is an unbelievable dolt, being 14 years old and the heir to a throne yet apparently knowing absolutely nothing about anything at all. Skills have been distributed in a way that I feel is more realistic for someone in this situation.

The easiest way to do this is to download the saved game. Where it goes depends on your operating system:

Linux: ~/.renpy/LongLiveTheQueen/
MacOS X: ~/Library/RenPy/LongLiveTheQueen/
Windows XP and 2000: C:\Documents and Settings\(your username)\Application Data\RenPy\LongLiveTheQueen\
Windows Seven and Vista: C:\Users\(your username)\AppData\Roaming\RenPy\LongLiveTheQueen\

It will take over save slot 8 and is called "rebalance." If you want it in a different slot, just change the 8 in the file name to whatever number.

Because of the way the debugger works, it starts you at the beginning of week 2. The week 1 optional activity was visiting Charlotte.

If that doesn't work or you just want Moar Control, you can manually enter the codes into the debugger yourself. Start a new game, then find the debugger in Preferences -> Video off the main menu.

Just enter these lines one at a time. Press Enter twice after each one to register it.
